0:37Oh, okay. So, um, the CDC put out an advisory for domestically acquired cycllospori cases in multiple US states in uh, 2026.
0:51The CDC uh is notifying clinicians, public health practitioners, uh laboratorans of cases of domestically acquired cycllopppori in multiple US states uh since May 1st, 2026. The CDC has received reports of 1645 cases. Bear in mind, this is um going back until last week, this report that I'm reading. I know there's probably more cases now um of domestic cases and aware of more than 5,100 cases that require further
1:22analysis to confirm the illness as domestically acquired. This is substantially higher than the 249 cases reported nationally by the same time last uh last year. Of the 1645 cases patients were available uh with available information, 141, 9% were hospitalized and none have died.
1:49the CDC um and the uh USDA and the FDA and the state and local health departments are working together to investigate multi-state outbreaks, infections uh and to identify the sources of illness. Because psychosis is often underdiagnosed and under reportported, the true number of illnesses is likely higher than what was has been reported uh to the CDC.
2:14The health advisory provides background information um about psychosporide current US health surveillance data and recommendations for clinicians, laboratorians and public health departments to support recognition, diagnosis and reporting. Recommendations for the public is to visit a clinician if you have prolonged and watery diarrhea, especially if you last more than a few days. Reduce your risk by
2:40thoroughly washing fresh produce under clean running water before eating and following the safe food handling practices.
2:46Be aware that chemically disinfecting or sanitizing produce might not fully eliminate it.
2:52It is important to thoroughly wash produce even if it is labeled as pre-washed.
2:58Mhm. And the you know the concerns are um for people who especially for vulnerable people who are on medications, dehydration changes the composition of the concentration of medicines in your blood. Your dehydration, we know with the heat and everything. We are telling people to drink a lot of fluids. You're going to have to have a lot more fluids. Um so metabolic imbalance is a real concern um
3:22with this kind of a an outbreak.
3:26All right. Brings me to my next one. Air quality. Checking air quality is important because polluted air, including smoke from wildfires and other sources of air pollution, can have serious effects on people's health health. Outdoor workers are especially vulnerable because of the um they spend long periods exposed to poor air quality while performing physically demanding tasks.
3:49So employers should regularly monitor air quality and take steps to reduce workers exposure such as adjusting work schedules, providing breaks and cleaner air, or moving work indoors when possible. [clears throat] Protecting outdoor workers from polluted air helps prevent short-term health problems such as coughing, eye irritation, and difficulty breathing, as well as long-term conditions, including
4:11reduced lung function, chronic bronchitis, and heart disease. For additional guidance, please visit the Massachusetts Department of Labor Standards web page at mass.gov/dol and review the protect outdoor workers exposed to wildfire, smoke, food, and air resource, which provides recommendations for monitoring air quality and protecting outdoor workers for harmful air pollution. And this is
4:36this report all stems from the Canadian wildfires that's been affecting our region over the last, you know, week or so, week and a half or so. Um but on our we put up on our web page um the EPA air now link. So um you can get up to date air quality data for any specific municipality and you just click on the link on our web page and just type in
4:58your zip code and it you know it'll bring up something like this and tell you like today we brought it up and air quality is good. Yeah, it was moderate on Thursday or Friday and then later in the day it went to, you know, red.
5:13So, yeah, it was particularly bad on Wednesday when you called me to say that my air quality monitor said it was 104 in my house.
5:22Yes. [clears throat] And um and I was already struggling anyway with my lung disease. So, for people who have lung disease, my recommendation is if you feel like you're struggling more with your breathing, please contact your physicians. they may want to do something about the current medications you're on to increase them. I've had um had additional medication given to me to help my breathing. So, um you know,
5:43please don't say, "Oh, you're going to be fine." You want to make sure that your doctor is not recommending um you know, you do something different.
5:51Okay.
5:52And speaking of the air, we do have five um through a grant that board of health got the purple air monitor. So, you can get very localized data. Mhm.
6:03Um, and that's on the Purple Air website. I don't think it's the same as the It's different.

6:08Um, is that where you got my results from the one?
6:12Yes. I know you're specific cuz you you're housing one of those purple air sensors for the town, but there's five of them. You can go to the purple air sensor web page and they're all over the country. In fact, um, you but just zoom into our area, Westport specific. It'll show all the dots with the um centers in Westport and it'll give you the readings and it gives you kind of the chart of
6:34you know what's good and bad basically and we have five in Westport. So gives you a good range north, south, east.
6:43So yeah, we tried to position them all over town so they were you know not on top of each other.
6:48Yeah.
6:49Um transfer station operations continue to run smoothly. Colin will be on vacation from July 23rd through August 1st. The highway department wasn't able to provide coverage during that time, so we contracted a company to haul our containers.
7:06Um, we've got them set up with all the different disposal sites so that hopefully it goes seamlessly and uh with, you know, pretty rapid [clears throat] free. Joe or I will will meet the drivers of the contracted company at the transfer station um on the scheduled days for them to come pick up for us and kind of dispatch them. You know, take three trash today or three cardboard etc to get them going with
7:31where they need to go to to keep operations moving. Um the board of health um the department remains extremely busy. A special thank you to the staff for handling the increased workload professionally and as efficiently as possible. Uh our PHE grant inspector Ardens gave us two week notice today. So his last day will be July 31st.
7:56Um so what that means for all the scheduled perk tests that we have scheduled, we have uh 25 of them scheduled from August 1st to early September. they all um all going to have to be rescheduled or cancelled or both. So um until we get a handle on how we're going to be able to handle all the perk tests. Um so we need to, you know, I'll be meeting with the town administrator to go over
8:28try to find coverage. Um, I I do have one of our engineers that we work with that may or may not be in the audience that's agreed to uh uh uh take on Fridays and and work uh do perk tests for us on Fridays and um that'll at least we'll get, you know, be able to get a couple done on Fridays.
8:50Keep some some things moving until we can figure it out. I know this is going to cause um some disruption to homeowners and contractors, but we, you know, we'll do we'll do the best we can.
9:03Yeah.
9:03And we have to prioritize emergencies and, you know, failures. Um so I would say new construction is kind of on hold.
9:13Um we have been um looking for an agent to replace John since February and we're not even getting any resumes or since January, I guess. Um so the prospects are not promising. Um and um you know we're going to have to the townhouse to decide what its priorities are where can some find some additional funding or increase the salaries or something to make it attractive enough to hire somebody cuz
9:45you're doing two jobs and you can't do three. Um so um stuff is really going to start giving. Mhm.
9:53Um, so I'll be meeting with the town administrator tomorrow and I will, you know, update the board. Um, after that, animal control, the select board has a dangerous dog hearing scheduled for tonight. I think it's at 6:00. So, Nick will be over there um and he's involved with that. there, you know, be testimony from uh both parties, the dog owners and I believe some people in the um neighborhood will be going as well.
10:22And um but I should and also that we have two positions. Hopefully they're going to authorize posting. It's been a sort of slow process, but on the agenda on the select board agenda tonight is them uh they're going to I think authorize the posting of the part-time clerk and the um nurse town nurse position.
10:48Um I don't I mean they approved the job descriptions and I just what for whatever happened they did it in two pieces instead of doing it all together at their last meeting. But it'll get taken care of tonight and we'll we'll trudge forward as you know as best we can um once we get it posted.
11:08And Nick is doing an excellent job keeping up both with routine duties and on all on call responsibilities despite being the department's only animal control officer. Again, that's an open position. Um, I talked with the staffing agency about, you know, different strategies to be able to attract somebody um into the position. Um, so that's all we can do is try to strategize restrategize
11:36and try to get people uh to apply. I mean, I didn't realize it was so good on the on the on the outside deal where really nobody needs a job.
11:47So, or you know, our our ability to compensate them for their skills is not where they would like it to be.
11:56Well, there's different ways I guess we can approach that, right? The compensation where we're at, we're going to be getting people at ground zero and it'll have to be trained. That's where our salary ranges and hourly rates are now. People with no experience. If we can get that to a point where, you know, we could bump it up a few dollars an hour on this one or that one, we may
12:19start attracting people with experience who's been in the field and be willing to come over. But we're so far off base from some of the other communities hiring that it's difficult, makes it difficult, I should say.

13:18We have another five bed. We have a 5-bedroom new construction on 180,500 foot lot on 307 Gford Road for a Joshua Cavalo.

13:33It's a it's a four bedroomedroom house, but they're putting in a five- bedroomedroom septic. My guess is for a future ADU or something. Um then we have a five- bedroomedroom new construction on 2.95 acres on 1520 Drift Road for Michael Sims.

14:02Uh yes, they're all So the one on um Blossom Road is using a presby and a microfast. The one on Gford Road is using an Elgen and a singularair. And the one on Drift Road is using a stone bed and a Vantex.

18:38But um if there's something else that uh uh we want to focus on, if it's more information about any diseases that are occurring that we want to alert people to or any more about the drought because we had some information about drought conditions. Um so but just for us to be thinking about about that as well just to let me know and then I will try to um uh Olive said that she's going to help
19:01me. Um, I asked her if she could help me set up because I'll be in the board of health meeting and then going to the police night out um, and for her to stay for as long or as briefly as she would like. Um, she's very much in big advocate for the opioid settlement fund um, and uh, uh, education and prevention and harm reduction. So, she's all on board to help me get that going.

20:19good things in the community and this is nationwide. Um police departments are having police night out to engage the community.

20:37Oh, I get you. and all the they are the ones who are organizing all [clears throat] the groups to that come in provide information to table um and then they I think they had a bubble bounce last year and they had um free bags of food. They were giving food away. They had other free a lot of free stuff but they it was really a really nice evening.
21:02So I encourage everybody to come um and be part of it. Um, but the police our police department does a lot of community engagement. They're there for every wreck department during the Easter egg hunt and Christmas and and I think the more we build trusting mutually supportive relationships with different um agencies in town, the better off we all are.

21:27Um, oh, sorry. Um so are are you is your presence there as being on the board of health is that something that is happens or it's just you as an individual? Um it for me it's so part of the opioid settlement fund advisory committee is we have police uh Chief Dunn andor detective um Donovan are part of the committee [clears throat] and they wanted to encourage us to come.
22:01So our focus was on opioids the opioid settlement fund and and to educate people and then to get do some surveys and get feedback from the community on how they like to see the funds spent.
22:13We'll probably do something again like that.
22:15Yeah. But um uh but I'm also there representing the board of health because I'm the board of health person on as the chair of the committee. So I wear two hats.
22:26But the I'm going to be we're going to giving Narcan. We'll have Narcan. Um I'll have other mental health and substance use information geared towards kids and families.
22:37How to talk to your kids. I have some coloring books for kids that the family the parents should work with the kids on about not using drugs. Um, so, so there's, you know, it's a lot. It's a great educational opportunity because mental health is my specialty and I really emphasize all that, but I'm also there for the board of health and we do so many other things that I'd also like
23:00us to consider what else we think is a priority to have that event and I um I will represent both.
23:07Yeah. Um, so related to that, I I had two thoughts. One is the um since the police department hosts the um the drug uh you know the prescription medication any kind of non or non-prescription medication um takeback um um kiosk there um just to remind folks about that. Um and I mean right now obviously we can't take shops because the town nurses um not available. We don't have a town nurse at the moment. Um so
23:43you know just um at least highlighting that the police department what they do have for services in that regard. And then the other one is the cycllosporasis. I mean at this point um it doesn't at least when I checked last week the cases in Massachusetts were not elevated compared to many other states but people are seem very anxious about it. Um and so by August 3rd, I'm sure there will be more updates. So that that
24:13may be an opportunity to share updates there.
24:16Yeah, cuz we really heavily emphasized techs on the watershed alliance.
24:21We were there. We had a lot of we gave top ticket kits, we had repellent and um so um I you know I could set up something separate just focusing on on that a table with just information [clears throat] about that too. But um it I think it's also helpful to focus on some other it might be a slightly different audience that comes to this and then a lot of kids a lot of families.
24:45So okay any other thoughts on that?
24:48Just one the shops kiosk. So Olive did reach out to um Chief Dunn and uh Chief Baldwin to see if they had any interest in moving that into the lobby of the police station or the fire station, but to my knowledge she hasn't heard anything received the response yet. I mean, it's it's a a problem. It's we, you know, it's a nice service, but people were not um being appropriately um
25:13that's why we can't leave it unattended and the apothecary reached out cuz people were asking them and where they can dispose of them, but I I really don't know of anybody in the area that that does it. Yeah, it really needs to be attended because people leave them um not properly secured and then the risk to other community members is too high for us to take that liability.
25:34I also I had mentioned it. I was at the police department for something um and I had mentioned it to um the deputy chief um just about whether or not that would be something that they would want to consider too. So yeah.

It's a print system which is filled until the printer is determined to be in the water table that was serviced by an existing thousandgalon tank. What we're proposing to do is to put a new presby system in the show on the plan. And also because
27:14the system is over 40 years old, we're going to put in a 1500gallon tank. And what brings me here today is if you look on the plan, you'll see that the existing tank is about 2 ft away from the north of the property line. And it may have been 10 ft away from the house just about. But there's no way I can fit something in there without either being right up against the foundation and
27:36having a request for a waiver to step back the foundation or being right on the north of the property line, which I thought was probably a bad idea. show despite looking at alternatives maybe to reroute the plumbing inside the rear of the house is actually a crawl space that really wasn't the limiting factors to the location of the bulkhead all the plumbing comes down so where shield is
27:57coming out right now with an air conditioning unit right on top of the sewer pipe if I tried to run it in an eastly direction I'd essentially be blocking off the bulkhead and it's still going to work consider trying to run it you know the other way coming out closer to the street is now the wall set back um that I have to address. Even if I was
28:16able to do that, I have all kinds of 90° bends and whatnot. And then I need a pump sham and I thought this is getting ridiculous to the point where the uh engineering [clears throat] design just isn't good. So that's what brought me in front of the board today to request those two waivers. And as you see in the plan, the two wavers are 3 ft from the abundance property line and 8 ft from
28:34the foundation wall.

32:06Um well I don't know if if this means that for every plan that comes in front of us which meets the um uh you know the u the flow restriction um that we will require them to do a deed restriction in the event that you know they want to do something I would I don't I don't really see the need for that.

33:02This another point is if you're going to do this, they would have to put it in a deertification tank because you're going to increase that and you would not be afforded the setback waves that you have now, right?
33:12So, it would be a major thing to do that.
33:16Um I think probably we don't we can live without that there's already enough protections in there. Um so, all right. So, um addendum or change is to eliminate the condition of a three-bedroom just deed restriction and only have the condition of a whole harmless agreement.

Um so um just following up on the conversation that we had um before we went into the plan approvals which we don't have to talk about now but you know in any kind of depth but um I was having this conversation with the former executive director of Watershed Alliance because we were going by the farm you know the farm festival that just ended.
39:37Oh the fair. affair, right? And I was saying, you know, that um you know that well maybe in the future we should think about having a a table there um like River Day but with for attract you know having a different audience so to speak and then um and uh and so one limitation on that is that um they allow or they'll agree to have tables there but you need
40:08to be like there every every day of the 5 days. But apparently the different fair in the fall, you just need to be there one day.
40:17Yeah.
40:18And so the thought was which we can talk about in the future if we if we would want to do something similar with a different audience, similar what Donna said about um what we did at RiverDay.
40:33And um so there's that. Um so that's a future agenda item maybe as as it comes forward.
40:41Um uh so the uh the climate resilience committee is moving forward with um not a final draft but a much more developed draft for the report. Um and one of the um factual questions that was being asked is to describe all the different categories of septic systems. Mhm.
41:09And so I reached out to Matt about this um you know thinking that um but I it would seem to be would be you know cess poolools unknowns and then everything else um and so it it doesn't have to be exact but we're trying to pull that together and so I I think you have the database of this assessments that we've confirmed.
41:39Um, it's a moving target. I try to update it at every meeting. Um, but I couldn't or share share with you and you can uh I mean if you're just looking for cesspools unknowns and everything else.
41:55Yeah, we could probably get a number.
41:57Yeah. Yeah.
41:59So, um Yeah. So, that's that. And um and this is just a it's just tangentially affects um us. But so after three after um having uh the Department of Environmental Protection had draft regulations out going back three years ago of major changes to um the wetlands regulations um particularly in the area of this um coastal land subject to coastal storm flowage.
42:38Mhm. which is um and the significance of it for example is that they are proposing and it's finally going out to like a final all the public hearings happened and so now they're kind of moving forward with the last pieces of it and for example in land subject to coastal storm flowage which would be all the barrier areas with barrier beaches and depending on what FEMA says I mean we're kind of familiar with them if
43:06you're in the V zone you can't build a structure there anymore.
43:09Mhm.
43:10Um and uh but then the other thing relates to this big revamping of the the air stormwater regulations.
43:18Um and that and it being respon and it being responsive to future um storm intensities and precipitation rates for example and other factors related to climate change. And so because I'm in the concom I'm going to be following up on that. But I know that we've been kind of talking about what to do about this in the context of the our storm water regulations. So uh so I think it would help to get an
43:56understanding of that. I know it's not in our top priority list, but just another thing as we go forward to think about what we want to do because the wetlands reg start at four or more houses and then then and then our regulations in terms of what we require by performance standards is for um three or less houses, single family or duplexes or however you want, you know. So anyway, and
44:27so it's just out there for the future for us to think about.
44:31Okay. Well, we we were going to circle back. We have a draft um simplified storm water regulation proposal.
44:38Yeah, we were going to circle back and so are you saying that the proposed D storm water regulations will um Well, it it depends because we don't know yet. And so I raised some issues with Matt and then just because it's the time of the year he's been really flat out so we haven't been able to talk about that or access or you know things that are on the horizon. Um so uh
45:08and I haven't seen the D regulations really and so I have no real idea how to answer that question now.
45:18Okay. because it could be really significant or I think it's you know been suggested at at a previous meeting is that we would just write off all the um you know the maybe overstating it but just kind of write off all the storm related calculations you know the amount of precipitation in the 10 year the 25 year the 100redy year and how is that being managed and I think one suggestion was because it's
45:49burdensome not to do that anymore. And I think that um there'll be information within the regulations and their explanation about why they've made it more stringent, which we could think about in terms of whether there's pieces of that that just that we would want to do to prevent what are anticipated his future storms having big environmental impacts just because there were three houses instead of four houses.
46:29Okay.
46:30Kind of thing, you know, like where do we draw the line, you know, between an ideal situation and what we can manage, you know.
46:38So, um let me suggest that we circle back like in September and see where where the update is from D. Um, we do need to circle back on the cusp pool regs anyway. So, we'll probably schedule a a working meeting at some point in September and and kind of see where we're at on that front.
46:56They're having these virtual, you know, present D is having these virtual presentations in August. So, Okay, perfect.
47:02That's where I'll, you know, try to get the information I have because it's really, it's very dense this stuff.

48:41wouldn't have to be raised and I'd end up with a bump. This keeps everything kind of flat the way it is now. And um no matter what I do, even if I use something else, I still the tank is so deep in the ground that I still need a pump chamber.

48:57So, put a pump chamber in 3T above the water table and it's a lot better than we're standing now. I can tell you that.
